Cant choose a faction and there is no quests at all
Keep talking to the guy in town hall - he ask you to go speak to all 3 faction reps, then you will choose one.

I literally have 0 quests in any town…
Silly question, have you tried going back to your starting beach and seeing if the quest giver there is lit up with a quest for you?
I tried that too… T_T. nothing there…
