This means, that EVERY server has unused cap (up to 2000 - X, where the X is the area players limit ~200-500), but you are stacked in queue. Why? I’ll explain. They have made the only one spawn point for the all newbie players. Single area can not process more than X players in a time, because of resources and the possibly other causes.
You will be in queue to the server, until someone at your character area are disconnected or leave this area.

How to proof my theory. Post here who was in queue and logged into game when you should not login, cuz your queue number was too high.
Yesterday, I started to wait in queue with number 1200+. Wait til 750 and logged in immediately. Dear AWS, am I right? Take my solutions.
Solutions
Make a new spawn points (long term)
Make a simplified intro for those, who already have a character on other servers, to minify their time in same area with newbies. (mid)
Kick out 20+ levels from newbies area (fast enough)
I mean in game starting areas. Like place where the players are spawn. I have not saw any other places where I can spawn or was spawned instead of a single place on a map where it was.
This is a mess of a thread, but some of the points are still valid.
There are 4 starting pts, as others have stated. So, maybe they wanted 500 players in each starting point. Sounds good on paper when crunching AWS numbers. But, we travel to meet friends, hunt resources, and take over areas with factions.
The queue and your starting location have no impact on the time to get into the server.
I’ve been booted in high-impact areas, fast travel locations , LVL 25 dungeon, but never in the city .
Give Amazon time. They’re the best at what they do, and the data they get will provide them with the information needed to make adjustments. My advice is to game during off-hours if possible, take some time off work/school. OR just wait a few days to a week. Don’t let these roadblocks ruin your experience with a (so far) amazing game.
