Seems to happen, when u have a bow ?
Idk never had it myself, but my Wife got it twice in 2 days
She can’t use any Skills or Attack, when this occures.

Made a few videos and clipped them together of this strange glitch. 
at 0:31 looks like my characters arm is broken

I made this about 5 months ago. It is pretty cool. The characters head moves with the camera (like minecraft).
I was instructing her where to look, left, right, up, down etc and her movement matched the direction. Pretty cool “bug” or hidden feature.
