- Describe the issue you are experiencing: Ice Gauntlet ability Ice Storm does no damage or 1 tick of damage. Only if the mob is on the edge of the storm then he receives more ticks

- (if a bug) Were you able to recover from the issue: No, i restarted several times. I did also respec, recall and every thing that was passing my mind, nothing helped.
Edit: Found the problem. Pants had the Perk " Unending Thaw" and that was creating the problem. Problem is that i still can not use my gear.
