- Describe the issue you are experiencing: Ice storm does not DoT alligator-type enemies (tested on Lv.26 Streaked Alligator in Cutlass Keys), nor does it apply frost status. I then cast ice storm on different enemy types nearby for full effect.

Are you wearing any gear pieces with Unending Thaw? Since that does break DOT for Ice Storm.
I experienced this as well this morning and noted it as bizarre. N of 1 though.
I ditched all my Unending Thaw stuff because of that bug, so that is not the problem.
nope, unending thaw is a separate bug that prevents damage after the first tic of ice storm. This is different
