I think this started happening in 1.0.3
I’d like to add to this: since patch 1.03 I didn’t change anything but with patch 1.04 I noticed that Ice Storm skill started working extremely buggy - at least against NPC enemies. What I noticed is that damage often stops working while enemies are still in the storm area.
I can’t even tell what is wrong with it because the spell now behaves very unreliably. I used to often use it to slow enemies and root them with help of the Heavy Freeze perk but now it doesn’t work more often than it does. The damage often stops after few ticks or doesn’t start in the first place. Sometimes it works and sometimes it doesn’t - I can’t put my finger on what is wrong exactly.
My Ice Shower skill works as it used to so I don’t think it’s a fault of Heavy Freeze. I’m led to believe it’s due to some changes with the Ice Storm spell.
I’ve read that it may be the effect of Unending Thaw equipment perk but I never had it and I didn’t change the equipment so this is not the case.
Essentially it works so unreliably that I can’t say anything more than “it used to work fine but now it works unreliably”.
Exactly what’s happening to me as well. I tried to find something specifically reproducible, but it is very inconsistent.
I just tested it on wolves, i would start off with a ice storm and then just hold block in the storm… it has nothing to do with the movement of the enemy or anything like that, it just works some times and sometimes it doesnt… just a giant buggy mess!! i even tested it on groups and it works just fine on some mobs and not on others at the exact same time. pretty bad when your weapons main damage ability only works some of the time, makes it pretty useless!
Thanks for the answer, it’s good to know that I’m not the only one with the issue. I also noticed that sometimes I cast the Ice Storm, then I do heavy attack, it roots the enemy but the next heavy attack that should root again won’t work (and it used to work before 1.04 patch - I know because I did it thousands of times).
And again - with Ice Shower everything works as it should be so I’m led to believe it’s due to some change in Ice Storm.
Another thing that I noticed to happen sometimes - I cast Ice Storm, enemy receives damage as it used to be, then I hit him with basic heavy attack and he stops receiving damage, then he moves and starts receiving damage again - And Heavy Freeze perk doesn’t work on him when it should after hitting him with a heavy.
EDIT: Ok, I don’t think it has anything to do with hitting enemy - I cast Ice Storm on 2 enemies and was hitting one of them but the issue seemed to affect both independently.

I’ve heard the last one has been around for a few patches, but the other clips seem to indicate a problem with the most recent patch. Very disappointing, as this basically ruins the build.
There has been a bug since CB (at least) where the Unending Thaw perk would make Ice Storm do 1 tick. This patch broke it further, though, and now ice storm is just always bugged, even without a perk. Sometimes it does 1 tick, sometimes more, but it almost never does full duration.
Someone mentioned above that if people keep moving then it does full damage, this is false. It seems random - very easy to test, just duel someone and have them move around.
Heavy Freeze perk in the left IG tree also is not working with this patch. It’s a huuuge part of the mage’s kit, and not having it is going to hurt.
Heavy Freeze works as it used to with Ice Shower though, so I don’t think there were any changes to it. As for working with Ice Storm - Heavy Freezeze sometimes works and sometimes doesn’t (but I’d say it doesn’t work more often than it does from my testing)

How did the issue effect your gameplay:
Tried to workaround the buggy Ice Storm, did not work out though. When encountering a number of enemies at once, then it is getting very difficult.
As result I am using now War Hammer (with Int Gem) for some enemies, Fire Staff for others. Works better and I can defeat number of enemies in a controlled way.
Ice Gauntlet is now waiting in the storage, for a fix of this bug. Have spent a fair amount of Azoth for the experiements with the Ice Gauntlet, some Gold for the War Hammer and a brilliant Gem.
Ice Storm for my character will not do the original tick only a 5-sec tick, and this is worse for the pillar of fire since it is not sustained it does 0 dmg all the time. literally unplayable
My storm wont do any dmg anymore. I guess we all go hammer/axe…
Mine started today. I throw down icestorm and get no debuffs or anything on the enemy so i cannot shatter them. Basically it just disappears before it even does damage. I cannot even quest with gauntlets right now.
Same problem here, ice gauntlet is unplayable. Just today I switched to hatchet+life staff, seems like devs want every player to play this build anyways since is extremely overpowered in pvp and free of bugs, while the ice gautlet has around 15 bugs going on so…
Another day and still no respond…
I am getting this now today, no damage in pve. Makes me wonder if they actually test anything before ‘fixing’ things.
