The Ice Gauntlet’s Ice Storm ability is currently not registering hits on the outer radius. The bug is happening WITHOUT the use of Unending Thaw and Punishing Storm, both of which are known to be bugged. Multiple rounds of testing in PvP resulted in the following:
- When casting Ice Storm with the enemy in the center of the radius, the Ice Storm registers and damages. The enemy can then move to the outer radius and will continue to take damage (works as intended).
- When Ice Storm is cast with the enemy on the OUTER rim of Ice Storm (about 2m away from the center of the area of effect–but not outside the area), the enemy takes NO damage UNTIL they walk through the DIRECT CENTER of the Ice Storm.
- When Ice Storm is cast away from the enemy, the enemy can then walk into the Ice Storm and take NO damage UNTIL they walk through the DIRECT CENTER of the Ice Storm.
*Note - when the enemy is not taking damage from ice storm, the slow and chill effects are also not applied. I cannot stress this enough: this is NOT a bug with Unending Thaw and Punishing Storm.

- (if a bug) How did the issue effect your gameplay:* Ice Storm is about half of the Ice Gauntlet user’s kit. This bug results in inconsistent damage to no damage at all in PvE, but even worse in PvP/Outpost Rush. Ice Storm is a zoning and punishing ability. When an enemy can run into the zone and take no damage or slow/chill effects, the weapon’s basic functionality is useless.
- (if a bug) Were you able to recover from the issue: No. Relogging, swapping weapons, removing perks, adding perks, etc. Every test the Ice Storm acts this way.

Ice Storm BUG (1.0.4) - What are the steps to reproduce the issue as you experienced: Do not use Unending Thaw or Punishing Storm. Cast Ice Storm on center, outside, and away from opponent. The video linked shows this fairly well.
