The PVP flag bonus with the upcoming patch should only scale based on certain factors.
Namely, the size of your faction and the number of territories owned by your faction.
Here is the scaling breakdown I think should be implemented with a rationale below:

Largest faction: base 5% gathering luck bonus, globally

2nd Largest: base 10% gathering luck bonus, globally

Smallest faction: base 15% gathering luck bonus, globally

Most territories: additional 5% gathering luck bonus, when in enemy territory

2nd most: additional 10% gathering luck bonus, when in enemy territory

Least territories: additional 15% gathering luck bonus, when in enemy territory
Edit: If there’s a tie for territories, both should just get a flat additional 10% gathering luck when in enemy territory. Whether that’s the top two tied or the bottom two.
Edit2: Yes I realize this seemingly punishes the larger factions to only get a small % gathering luck up to small % more if they are in another factions territory, but since they own most territories and are making more of gold from taxes, this seems like a good trade off.
I’m just saying, if your gonna give bonuses to gather while flagged for PVP there should be some consideration for those who are more likely to get ganged up by the larger factions.
That’s the idea. It’s attempting to protect the smaller factions from a disadvantage, it’s already been noted they’ve been looking for ways to encourage people to sign up with the smaller factions. This is another way. Bless the smaller factions, encourage people to join them for bonuses.
And if the smaller faction just so happens to be the best PVPers and own the most territories, by golly they’ll get 15% bonus globally, but they’ll still only get 5% from owning all the territories.
