Idea: What if PvP could be done in a Settlement like setting?

I remember back in the day when I use to play Vanilla WoW, sometimes we could do massive World PvP raids on capital cities. Was extremely rare but totally next level cool.

well in New World, the closest thing to capital cities are Settlements.

Settlements have lots of sneaking hiding spaces and open areas for sniping and large scale clashes of armies.
But PvP isnt allowed in Settlements in its current form for good reasons.

I was wondering what you all think about some kind of Settlement themed Open World PvP option, built for PvP and Trading. With 4 Set PvP Raids per day or some other timed schedule for City Raiding. Everybody can join in for a three way battle, flagging all in the area.

we used to do that in Ultima online as well. good times.
