If we cannot transfer to Fresh to Fresh **then merge**

Since we CANNOT transfer to other fresh servers can we get some merges at least for some of these lower pop ones in every region!

They will be merged in due time most likely when the population is all time low in those servers

There are already some servers that are dead or were never alive. AP Southeast as an example:
