In conflict unable to declare due to invasion that doesn't exist?

  We spent 25 hours pushing to declare war and now it says there is an upcoming invasion AFTER we threw it into conflict. This is NOT ok. There was no invasion before. This should never happen.

  Spend 25 constant hours to throw a territory into conflict and not be allowed to due to an “upcoming invasion” that did not exist prior.
