Hey guys. I’m pretty new to this game, level 45 and my friend wants to join me on New world.
On a 3rd party website i saw that character creation is disabled on my server (Dry Tree, EU central). Is this true? Does this mean my friend and i can’t play the game together?

Yes, unfortunately, that is the case at the moment.
You can only restart together on an “open” server or you can transfer there.
The servers are automatically opened and closed for transfer and character creation. Maybe you have luck in the coming days, but I think not.
yes. you will have to roll a new toon on an open server to play together

Unfortunately as of now as you say on your server Dry Tree on EU central character creations is disabled. Right now checking on the link below only Tir Na Nog and Caer Sidi allow full creation of new characters and character transfer if you’d consider transferring to play right away with your friend.

You can’t. Either ask him to move to a different server or you won’t be able to play with him.

Why though? We understand its disabled but what is the reason alot of new players coming right now and they are alone in a random server without friends, so they will stop playing in result

The thought process behind this decision is to safe guard the experience for our players, avoid long queues and make sure the servers are stable and in good working order.
I understand your point that for a lot of new players this might not be ideal, fortunately players can check the status of servers on the link provided above to properly choose as of now which server will work for them:
