Will it be open any time soon?
I made my friend buy the game to play with us… but he can´t create the char in Devaloka.
Will he be abble to transfer there soon? Or create the char there?

Based on the New World Server Status page the server is full, so character transfers and creation are unavailable at the moment. For updates/changes on the status of the server, you can check the link above.
