I keep reading in Luck Dev, that the luck on the shield does not apply when opening chests. I wanted to know, if this is still broken, or is it already fixed.
since, there are many rumors assuring that it is already being fixed, but I have not found official information about it.

Nothing official but I would assume if it got fixed it would be at the same time they fixed the shield’s attribute to count even when you dont hold it in your hand.
yes, it seems that is what you say. It would be the April patch:
SWORD & SHIELD
- Fixed an issue where shield attribute bonuses were only applied when the sword and shield were unsheathed. You still need to have a sword equipped in order to gain shield bonuses.
