Is there some overall limit to how high the tiers can get on refining/crafting stations in town? e.g. could you max out the levels for every station in a town?
Can station levels go down in a town? On my server I could have sworn we had a T3 kitchen, but now it’s T2.

Also yes, they get downgraded, if you can’t defend yourself from an invasion or a war.

So if someone attacks but doesn’t take over a town the stations will not downgrade? As far as I know no one took over monarch reach, but I’m pretty sure the kitchen is a tier lower then it was before
Correct, the only reason for a downgrade is invasion defense loss or non-payment of weekly maintenance fees. If there was no invasion, then they didn’t pay the fee. You can look in the Governor’s Desk on the 2nd floor of the town hall - all the income and expense numbers are there.
