Is Vorpal Blade Bugged?

Hi guys, I got the Vorpal Blade Rapier from completing a Side Quest in Restless Shore.

It has a Empowering Whirling Blade Perk which is actually a Sword & Shield Skill.

I tested it out and I did not notice a significant difference in Damage when I use the S&S Whirling Blade Skill when there are at least 3 Enemies close to me, sometimes with Vorpal Blade equipped and sometimes without Vorpal Blade equipped.

So is the Vorpal Blade Bugged and useless and does not help the S&S weapon? Can anyone else test and confirm this?
