Because it’s hard to implement PvP because you have to be good as a developer.

Because WoW was the pinnacle of “First Phase” MMOs and catered to PvE content which eventually went insanely stale and is literally burning to the ground right now.

Do you work at Amazon? Are you in charge of their budget? Then what do you care about “markets” and “investment” in this game?
Is it because you are afraid they won’t develop more PvE content? The PvE content that they shoveled into the game at the end when they realized that they market for PvP was not sustainable?
The PvE content is to balance out PvP which will always be niche.
So it would make sense to turn on servers to meet the demand.
Since you seem to fancy yourself somewhat of a games economist, how many cash-shop purchases from happy PvP customers do you think would be needed to justify 2-3 PvP Only servers that didn’t receive different patches than the other servers?
