Keenly perk Cooldowns are broken

• What server/world did you experience your issue on:
  Barri

• Describe the issue you are experiencing:
  Keenly Jagged and Keenly Empowered reset their cooldowns on weapon switch. I have tested it with a Sword and Hatchet having Keenly Jagged and a Shield with Keenly Empowered. When you switch weapons to hatchet the new bleed applies, then when you switch back to SnS, a third bleed(?) applies and you get 5 more seconds on empowerment.

• Is this a bug or an exploit:
  It is both a bug and an exploit.

• (if a bug) How did the issue effect your gameplay:
  It doesn’t affect the gameplay too much, but on rare occasions it could be a difference between life and death.

• (if a bug) Were you able to recover from the issue:
  If you swap weapons without keenly perks it obviously doesn’t apply, but for certain builds you need them and playing without them is a major setback.

• (if a bug) Please include a screenshot or video of the issue that you have experienced:

• What are the steps to reproduce the issue as you experienced:
  Activate keenly perk on one weapon, then switch to another weapon and activate it on the second one.

  Time doesn’t affect this bug.
