my group and i were running Lazarus with little no take on the Dgn period. so we were on a learning expense. we noticed that in the beginning when we first started, her spears wouldn’t even 1 shot me in light. would do a large majority. but no my whole health pool. we wiped while her obelisk was up and she was at 11-12 stacks give or take. next reset when we started, she basically mass wiped us with little to no effort period. where as her damage seemed to have dramatically increased from the previous fight. so i think if your group were to wipe while she still had stacks of Empowerment, i think they are shadow stacking on on top of the next stacks she gains in the fresh reset of the boss. we remained in the Dgn attempting the boss and were in there for the whole allotted time of the expedition. it was also an obvious increase when she would still be on “low stacks” when her spears would previously hit for 5-6k, then increase to 10.1k. so i started to pay attention as to if the empowerment stacking were entirely possible or if it was happening at all. well long story short, there were 2 times in a row we wiped with an obelisk up both of which with either 10-13 stacks. i intentionally took a spear to the face, and was hit for a whopping 801k.
