Are there any plans to address legendary shields?

As a tank, it seems wildly unfair that existing legendary shields are left in place while preventing other players from obtaining them.

I’d prefer to see the ability to craft 4 perk legendary shields but if that is absolutely out of the question then it is wildly unfair to lock out players from ever obtaining a BiS tank build.

There are many existing posts on this, please let us know if there are plans to address the issue.

Maybe they solved it in adding legendary shields in Mutation.

Is it supposed that in Starstone M10 legendary shields drop?
Got one with 4 perks today.
