If you search on the trading post for consumables/tintures/curatives there are a list of potions that allow you to remove various status effects including the diseased effect. If you are going to add overpowered perks like the ones that are going to reduce healing by up to 40% on a heavy attack with no cooldown between applications then you need to give us the ability to counter that with these items. They are obviously something that are supposed to be in the game so let us make them. Also these potions should act just like the corruption and blight potions and grant us an immunity to the associated status effect being removed for a set period of time. If everyone can constantly apply this and have 100% uptime then I want counter play. These perks are overpowered as they are now, even dps players in my company agree they are broken. If a dps player thinks that anti healing is overtuned then you know you made a mistake.
