A chaotic faction that can engage with anyone, even among said non-faction members unless in party.

You can OPR factionless, our server has a couple on the top of the LBs. Maybe some people just enjoy killing without a righteous cause

I think they just want to be able to complete some of the season pass quests without joining a faction.
“Actions speak louder than words”, if they wanted to PvP then they would join a faction, simple as that. Why change the way the game works just to fit your argument?

More PvP… it’s really not that difficult to understand.
You join a faction, you can fight 2 other factions.
You go factionless, you can fight 3 factions and the factionless.
