Leveled Character Moved from Open World Queue to Starting Queue

Server: NA East Vingolf

Issue
My character (level 25) has been moved from the open world queue to the starting area queue. I remained in the starting area queue for over an hour and did not advance.

Bug or Exploit?

How does it affect me?
I cannot enter the game world with my character. I have restarted my computer as well as my router.

Steps to Reproduce
Unknown. When I was last logged in a few hours ago I was kicked while AFK and encountered this issue when attempting to reconnect.

I am having the exact same issue on the EU Central - Murias server. The queue number displayed is also not the same as the actual queue.

My character is lvl 11. I logged out by the Watchtower on the starter beach in Everfall, may that be why?
