A lot of things are off about this Item.
-It has no Armor Rating
-It has more weight than a Round Shield, but less than a Kite Shield or Tower Shield
-It has the same Block Stability as a Tower Shield
-It has less Base Damage than a Round shield, but more than a Kite Shield or Tower Shield
-It is missing the Keenly Jagged Perk ingame, in previous versions it had Keenly Jagged but was missing the gem slot
-It has a gem slot that doesn’t work, all gems show as incompatible, also no other shield has a gem slot
-It has a Hatchet Skill Perk that doesn’t work, since Sword has to be the active weapon for it to count

I’m not posting this in Bug Reports because I don’t know what is intended, at the moment it’s a lightweight Tower Shield minus the Armor, with sturdy as the only functioning perk. Is anyone using this? Should it be changed, and if yes, how?

I believe this is a holdover from beta when they planned to make hatchet a 1-handed weapon that could use a shield. There are a few outdated weapons/shields like this. Some of them can be useful though - just not this one.
