Will these types of limited time skins ever return?
They do that to generate bursts of income from FOMO

Well I found this NOVEMBER 18, 2021 update.
“As more content is added in-game and store selections rotate out, content that’s removed will always have the chance to return.”
So It looks like it will.

I can do some digging but they have recycled old content back as a bundled set. There were some weapon sets ( Golden theme ) that came back for a while
I highly suspect the Seasonal cosmetics like Halloween sets will come back.
