Load screen missing news / characters not loading

Sometimes when I launch the game, the “new content pop-up you press continue/next on” and the Panels [“Brimstones Sand Release”/“New world update”/Join the community/misc. links] do not appear.

When they don’t appear, when I move to the character page my characters don’t load.

This is resolved after rebooting the game one or several times, but I was wondering if anyone ran into this issue and somehow resolved it?
