Locked Items are able to be dropped

If you shift + left click an item, it will be dropped on the ground. Sure, let it be a thing.

BUT

There is absolutely no reason that a LOCKED item should be able to be dropped on the ground with a shift + left click. What is the actual point of locking an item if it can still be dropped???
