Major PVP Balancing

Want to balance PVP? Remove crafting mats for PVP from the world. No squirming vines.
Remove GRIT from 300 STR - It’s broken, has been broken for a while. Wars will change.
Make PVP gear, charms, mods, etc. only drop from Arenas/War/OPR. What makes PVP bad is that there’s hardly any separation from the PVE.
Make new faction rep gear. The faction stuff is useless. This could be used as starter level PVP gear to get people into PVP instead of deter people from playing PVP.

Another thing that competitive PvP games do is frequent Balance changes just to spice up the Meta. Like for example if everyone is playing GA the same way then nerf those abilties for like 4 months, and the revert it again in future to shift meta again. Create some incentive to change and respec frequenty. At the moment playstyle remains stale for many many months, balance patch currently happen very infrequency and when they do happen it is very small and barely makes an impact.

The other options would be to release new weapons more frequently to disrupt the meta and increase variation. Currently this is slow, and with the Roadmap seeming to show no new weapons for 2023 it is a bad sign and things will be stale for months on end. I think for this game to have a healthy PvP meta over the course of a year you need 2-3 new weapons a year at a minimum.
