With the upcoming changes to OPR gear, invasion gear, war gear and corrupted portal gear becoming upgradable from 590 to 600 legendary (with a third perk), there is something I think is missing in this list.
Mutation items with attunement perks (Eternal, Hellfire, Overgrown, Icebound) are rare drops from mutations. Most of them drop below 600 and are pretty useless. Let us upgrade them to legendary with umbral, and reward some of the game’s hardest content!

100% agreed with this! So much of that gear looks awesome and honestly its pointless. If you add that third perk suddenly the pve community has a Lot to grind for.
I think it would give a lot of people a reason to run more mutations, and the change would require very little effort from the devs
I like this idea. It is really rare to come across a legendary with attune/conditioning
