This issue has been around for 3+ Months during both betas. Cannot make 600 GS legendary weapons due to this, cannot complete weapon quest chains that involve boss kills here

After the top boss Malevolence is killed all bosses in the Malevolence tower in Edengrove no longer respawn until server restarts -

What are the steps to reproduce the issue as you experienced:
Kill Malevolence top floor boss in Malevolence tower in Edengrove, sometimes he even glitches out during the fight. Afterward - no bosses in tower spawn until server restarts.
