Likely CoS. Were the lowest pop, cos is highest. Merging us with maram would make the other east too large and create ques.
With the patch coming, new dungeon, summer event, etc…it’s unlikely that they’ll merge anything. Population will likely begin to recover soon, even if it’s unlikely to remain over the long term.
