- Describe the issue you are experiencing: Even though (almost) every city has completed to T2 bestowment upgrade for a while now, none of them progressed to the T3 except for one. All the other ones remains at T2 without the possibility to work toward the T3 upgrade.

- (if a bug) How did the issue effect your gameplay: 1500 players each missing on about 20 tokens a day, not mentionning the lack of premium token chance. So 300 000 tokens or more missing from the economy.
- (if a bug) Were you able to recover from the issue: whole server is bugged
