- What are the steps to reproduce the issue as you experienced: Accept the quest in cutlass key, run the shipreck, no required enemies spawned.

Same here. When I go to the location there are no ghosts. Waited few hours logging out and in, still no ghosts. Can’t progress the quest.
Can you clarify where you’re going to find the ghosts? Screenshots appreciated!
at the marker location of the quest, just west of the where the mission start/south of the condemned shallows.
Map marker is wrong for the ghosts. There are only wolves there and the occasional boar.
Quest marker is for the shipwreck and where you can find the quest item in a chest. Ghosts are north of that, across the shallows.
