Monarch's Bluff 1 Star (Braod) Fishing Hotspot not popping

I’m not that high in fishing L25, but if I’m reading the Fishing hotspot list in game correctly, there should be at least 13 - Broad hotspots already revealed to me.

What level does this one pop?

What am I missing? Starting area, and noting the Hotspots on the Interactive Map and it never pops for me.

This is in Monarch’s Bluff by the way. Maybe bugged?

From what the guide says, it will not be usable till after lvl 34 in fishing.
