Mortal refreshment bug

Mortal refreshment only works when you finish a downed player, where as mortal power works of both knocking someone and finishing a downed player

This is a problem because they are both mortal perks and should work the same, mortal refreshment is a dead perk in opr because theres no downed people to kill anymore and it doesnt proc off last hitting someone

Please give some attention to this its a such small easy fix that would make me very happy

Bump, have also experienced this in OPR and verified in war. Mortal refreshment does not work on downs or assists in war, only picking up kills off the ground.
