To get more wars going for the less desirable territories like First Light and Cutlass Keys, I suggest changing all the Faction Bonuses from the forts and putting them on the settlements instead. Leave the Territory Bonuses attached to the forts. This will give even more incentive to fight for territories instead of just forts.
Agreed, should have always been this way. AGS makes some of the most smoothbrained decisions I have ever seen.
Or even let towns invest in a limited number of perks for homeowners, thus allowing them to develop a unique identity on the map.
And of course, allow players to recoup most of their house value and move.
Honestly, the current system of townboards and home ownership just causes everyone to concentrate in a few centralized territories. It takes weeks of investment to get any number of people to live in your town, and it never comes close to a central city or capital.
I suppose the idea was to have something to fight over at any time rather than wait for days to have a war. The problem is its just not worked out that way because alot of people are still unaware of the benefits and AGS is massivley promoting the game as PvE now.
IMO they need to change territory controll to give dividends to the entire faction (bigger payout to the controlling company ofc) and make the forts give a payout bonus or deduction depending on what faction controlls it for example.
