Moving large amounts of items/materials from one settlement to another is very expensive, and players are already finding ways around the Azoth costs using the AH.
My suggestion would be to add player-pulled carts.
These would be loaded in a settlement full of items from the players inventory and they would then need to pull the carts to their destination. Being flagged for PvP could be a requirement to add a level of risk and add to the depth of the PvP system.
This would allow players to avoid the Azoth cost of multiple fast travels to move their crafting inventory, or even allow players to farm more materials out in the open world, while still presenting them with the risk of them losing it all via PvP encounters.
That or perhaps a traveling merchant that for x-amount of gold will xfer items in x-amount of time.
