Multiple minimum gear score buffs not working

• Describe the issue you are experiencing:

1. Im currently wearing a few armor pieces with Engineering buffs (total of +9 max and min Gear score)
2. I used Tier 4 Engineering food (+10 max and min Gear Score)
3. I have a minor Engineering Trophy (+3 min Gear score)
4. We have the town board project active for Engineering (+5 min Gear score)

The base Gear score for Orichcalcum tools is 500 using standard Tier 5 ingredients, which is what Im using. Somehow all of the buffs to maximum gear score are getting added but almost none of the buffs to minimum gear score.
Im currently seeing a range of: 505-528 gear score.
But the range should be 528-528 gear score.

The bug might be related to situations where your minimum gear exceeds your maximum gear score.

Having the same issue now should be hitting 528-540, but isntead seeing 15-24 range.
