The Needler weapon (Rapier) was crafted as an Epic tier weapon and not the legendary that it was supposed to be. The perk refreshing movie is also not included when I crafted the weapon.
The weapon is also a BOE instead of BOP. - Is this a bug or an exploit:

Collect the materials, have 200 or so weaponsmithing, craft the rapier. quality came out as epic instead of legendary,
