Also apparently the messed up doing it in everfall because they didn’t declare war after the conflict and I am told that that is a side effect sometimes of the exploit

Actually you don’t need the fort to declare war - because they didn’t have the fort in Monarchs when they declared war, unless they exploited that too
Legit Green just declared war on Everfall and Restless Shore within 30 seconds of each other
