New PTR notes - question

Continuing the discussion from PTR: October 27th, 2022 Patch Notes:

I picked this staff up on Monday. Anyone know or have a hunch as to why its being changed? Is LS not supposed to have this perk? Is it because of balancing?

I know in grand scheme of things its not top priority. Just curious if anyone has ideas. Thanks.

Plagued Strikes is only meant to be on Melee weapons! It accidentally slipped its way on to a Life Staff.

Ill admit, i was excited to try a ranged lifestaff with this perk.

Will the craftables “Craftsman’s Passion” and “Rough Edge” be re-enabled to be crafted for this update? Some of the patch notes depicted that there was a update/fix for some craftable named weapons but was not always specific as to which ones. Thanks.
