while still unencumbered i stagger. ! it is the same as before when you could get this while Encumbrace! - Is this a bug or an exploit: bug

Maybe a silly question, but I know I have done it before without realizing. Did you hit the toggle run/walk key possibly? It will trap you in the super slow walk that happens when you are encumbered.
thanks but i have no bound key for that. i just dropped weight to 501.5 and still had it.
see if i drop more it could fix it .
What perks do your bags have?
it is still an anoyance figuring out how to fix it . are my bags bugged ? or just the new one ?
i crafted the quaryman just earlier today .
It’s a visual bug. If you swap those bags back and forth, you’ll notice your mats getting lighter and lighter. It’s only visual, though. If the actual weight hits your encumbrance limit, you’ll get the stutter effect. You’re still encumbered, but the client thinks you’re under the limit and tries to walk normally. You have to drop weight to fix it.
yea very visual to whole screen staggered . relogged back in the game . in town now and put on weight again to see if it happend again. it did not. i am now right at maxed and walk normally as it should be .

like icons are all screwed up. this noencumbrance bug. the server thinks i was but i wasnt .
the stats on me could have been wrong, whatever to cause it was the game bug . visual bugs do only effect weird screen things like those icons. not skills like carry weight . thats just math and numbers. not visual server icon screwup. everything comes from the servers! for security. thats how it should be . the server should know what it what .
