Not able to get 'Fading Light' Quest even after patch

same issue for me. completed fading light quest and still tier 4

Turns out i didnt do a quest in monarch bluffs… even so i was able to complete the tier 5 quest and only receive tier 4… it seems the reward for camp quest is adding a tier not rewarding a specific tier
