The main reason is to get the territory control changes completed before the FSS launch
This must include the option for players to have PvE only characters, on PvE only servers, as this is what has always been missing from NW since launch.
If they fix that mistake, I can work with them dealing with everything else, if they fail to correct that mistake, nothing else they do matters.

PTR servers have like 300 people playing while live ones get queues.
The numbers are not there.
