I think this is the issue. Technically the gear score doesn’t go down. However, per this screenshot, the effectiveness if it does. Nobody cares if the number says 600. They care about that 600 piece acting like a 520 piece.
I was a bit confused with the whole thing at first but I have seen some good explanations about how it could be a good.
Giving both sides of the story always helps.
