Off Hand Perks - Do they apply at all times?

Basically, I just want to know if anyone has tested to see if Keen on an off hand would apply critical chance to your currently equipped weapon.

It doesnt apply.
Weapon perks are only active if you are using it. Instead, attribute points (str, int, con…) would apply even if you are using another weapon.

EDIT: Shield perks only apply when you are using a sword.
