Scalability seems to be one of the biggest issues with NW.
It would make alot of sense of instances and opr servers got spun up on the fly with mini versions of the server side code that only contained opr and all the combat stuff. Isolate the instanced content.
Pretty sure cross-server anything is impossible with how their servers are setup and not to mention the busted ass code governing the game or lack there of.
