These are occurring after the latest update:
The Abandoning Event bug which was fixed in 1.0.1 is now back in 1.0.2
( * Fixed an issue where the abandoning event notification could sometimes persist after the player abandoned the event.)

The encumbrance issue fixed in 1.0.2 is still there only now its honestly much worse.
( * Fixed an issue where player’s movement could stutter after becoming encumbered from logging.)
You don’t even have to be encumbered anymore, now it seems that when your bags are “mostly” filled you will enter a state that your character is super jittery, and you move even slower than when you are encumbered. Sometimes this can be “fixed” via switching gear (to my mining set which increases my encumbrance) and also sometimes “fixed” by drinking an encumbrance potion. However, those do not actually do anything to fix the issue, they just let you move at normal speed for a time or until you switch gear again. However as you can see from my gear below … I wasn’t even actually encumbered when this happened.

The above total weight has been around 890 and 900 when I got the jitters as well. This has happened multiple times. Previous to this patch it was happening when you were over burdened / encumbered and it put you in a state where you weren’t actually encumbered even though you had a fair bit of weight over the maximum. Now its putting you in a state where you’re encumbered almost no matter what you do (since switching gear and drinking potions don’t always work because you don’t know what # you’re actually encumbered at, you just have to keep dropping items, though as you can see from above … you’re not actually encumbered at all.)

These are my bags, hopefully it can help to determine the issue. Since I’m pretty sure its related to all the weight reductions. Since I’m speculating that’s what this encumbrance has been related to all along, the difference in calculations caused by all the weight % reductions and their priority to the overall weight.

To be honest, I had this bug between 1.0.1 & 1.0.2 patch, so I’m pretty sure it was not completly patched with 1.0.1.
