• Describe the issue you are experiencing: Penetrating Shot does not always fire, but the ability will go on cooldown regardless.

• What are the steps to reproduce the issue as you experienced: Not easily reproducible - sometimes it fires successfully, sometimes nothing happens and the ability just goes on cooldown.
