I have a problem with payment of player transfer . how many times i must wait for get free transfer of player

there is no free player transfer.
they handed them out for existing players from november 2021 till february 2022.
if you want to transfer you have to pay for it.

As @Hiply already shared, those are the steps to get a transfer token and transfer a character. Now, if you are having issues with the payment, you will need to check your Steam account or contact them.

All in-game purchases are reviewed by Steam and they are the ones in charge of these situations. Here is the link of Steam Support.

In the in-game store, under the last option, Character Transfer. You should see an option to purchase there.
